Enablers

 The services that have been described so far have one important characteristic in that they all deliver direct measurable benefit in terms of increased safety, improve efficiency, enhance user experience and better environmental management. 

However, it is impossible to deliver these direct benefit services without the presence of enabling services. As the name suggests these services enable the direct benefit services to operate, although they do not deliver a direct measurable benefit. Examples include the operation of telecommunications networks, organizational governance, the management and operation of sensors, asset management, consulting services, and simulation modeling including Digital Twin. and the establishment, and management of public-private partnerships.

Enabling services are in turn fueled by smart mobility technologies such as data collection, information retrieval, visualizations, and sophisticated management techniques.
